[rsyslog] Rsyslog 1.15.1 released

Hi all,

I have just released rsyslog 1.15.1. It is primarily a stability
release. Most importantly, the "last message repeated n times"
functionality found in stock sysklogd has been re-enabled. It was lost
during some modifications. Also, a bug was fixed that caused a dynamic
file name selector line to become inoperable when a file could not be
opened. In order to better take care of dynamic files, a number of
properties for the current date/time has been added (e.g. $YEAR,
$MONTH). Some minor bugs were also fixed.
