[rsyslog] rsyslog 1.13.4 released

Hi all,

I have just released rsyslog 1.13.4. The new release solves a bug in
rklogd signal processing and provides new message properties. Most
importantly, it supports recording syslog message priority with nearly
no effort (there is also a tutorial on how to do that included).

Users of 1.13.3 are advised to upgrade. All others need to upgrade only
if they need the new functionality.
