[rsyslog] I'd like to translate documents into Japanese.

one question comes up on my mind:

The man file is inside the tools directory, but not at all language
specific. Do you think it makes sense to create

   ./tools/mans/<lan>/ (with lan being the ISO 2-char language code)

Or is there any other suggestion?
