[rsyslog] rsyslog error messages

OK, I have now a preview tarball available. I'd appreciate if you could
give it a try.

Use -N1 on the command line to make it do a config check, only.

It is available here:

I will replace that file once the "official" 3.21.1 is out.

I have one problem with autotools: a "make distcheck" fails, as far as I
can see because rsyslogd is not built inside the tools subdirectory. If
someone has a suggestion for a fix (or what could cause the problem), I
would appreciate that. Actually this "make distcheck" problem is what
made me hold back the official release.
