[rsyslog] rsyslog 3.17.2 released

Hi all,

I have just released rsyslog 3.17.2. This is a new major improvement of
the beta branch. It brings all features of the former 3.17 devel branch
to the beta, plus includes a bug fix in the imklog module. Version
3.17.2 is a recommended update for all beta branch users.
