[rsyslog] rsyslog 3.19.3 released

Hi all,

We have just released rsyslog 3.19.3. The primary new feature is support
for (optional) mutual authentication in TLS mode. This is based on
IETF's upcoming syslog-transport-tls standard in certificate fingerprint
authentication mode. Other than that, there are a couple of bug fixes.
The is a recommended update for all users of the development branch.
Please note that TLS support is still quite experimental and not
recommended for production use.
