[rsyslog] rsyslog 3.19.3 released

Yes, pls provide more info. This seems to be a problem that I have seen
(but not yet able to fix) on BSD only. This is the bug tracker:

Please try to disable imklog, so that we know if it is the culprit (if
not, that's probably a different bug).
