No, they are really the only config files present on the server 
(rsyslog.conf is in /etc, the other one is the only thing inside 
/etc/rsyslog.d/)

Really, I wouldn't go back to a saner configuration until we zeroed on the 
bug... still, nowhere I touched the MainQueue options!
