[rsyslog] rsyslog V2: Applications block when rsyslog has remote messages queued

I'm running rsyslog 2.0.6 and ran into a problem in which an application blocked when the remote rsyslog server became unavailable.  I noticed this problem reported in a post to this message board in August:

Is it possible that this problem will eventually be fixed in V2?
