[rsyslog] v5-devel won't compile

master and v5-devel also complained that I didn't have the zlib 
development libraries installed (unable to find zlib.h), after I installed 
that it gave me the error I posted below.

v4 didn't complain about the missing library to start with

as I posted in another message, I was suprised the the problem didn't go 
away when I configured with --disable-zlib
