[rsyslog] v4/v5: new mult-ruleset support

Hi all,

with the next released of rsyslog v4/v5, I will introduce so-called
"rulesets". They are effectively a sequence of rules that can directly be
bound to an input (as long as the input supports this feature, currently not
all do). 

I hope that this mechanism will simplify configuration. It will also enhance
performance in most cases (as less filter logic is involved). A howto with
