[rsyslog] HUP Processing - restart type will go away

Hi all,

based on yesterday's discussion, and review of the (partly new) arguments, I
have decided to go through the hassle of finally deprecating the restart-type
HUP.

I have changed the v3 doc so that it no longer explicitly recommends using
HUP to apply config changes. I have added a compatibility doc to v4 which
explains why HUP will go away and when. I invite you to read this document:

With the recent v4-devel (4.5.1, just released), I have also changed the
default of $HUPisRestart to "off". In v5, I have added another compatibility
document. Finally, I will remove the restart-type HUP in v5 soon, starting
with the directive go away and later actually removing the (lots of) code
that support it (and finally getting the benefits).
