[rsyslog] rsyslog 4.5.1 (devel) released

Hi All,

We have just released rsyslog 4.5.1, a member of the development branch. This
version offers improved performannce. There were also some bugfixes like a
fix for a potential segfault when zip-compressed syslog records were
received. It further provides the ability for the TCP output action to
"rebind" its send socket after sending n messages (actually, it re-opens the
connection, the name is used because this is a concept very similiar to
$ActionUDPRebindInterval). This is a recommended update for all users of the
devel branch.
