[rsyslog] RSyslog version in RHEL 6

Hi all,

I guess RHEL6 will be based on Fedora 11 & 12.
Fedora 11 was shipped with rsyslog-3.21.11-1.fc11.
It's sure that RHEL6 includes v3 at least.

Feature Freeze of Fedora 12 is planned on 2009-07-28.

If v4 is stable and requested to be included in F12, v4 will be  
shipped in F12.
