[rsyslog] Queuing bug (4.5.5) / Problem in production

Wanted to point out that I've observed this now in a second
environment - so we can eliminate the possibility that this is
specific to that situation.
I'll be working to reproduce the issue in a separate system next week,
and hopefully I can get something reproducable so I can test the
updated version.
