[rsyslog] [PATCH] TLS connection check + syslog TAG parsing

I, too, think this is useful. Will look at it as soon as I get the patch. The
b) and c) parts may be a bit harder to integrate if they are not for the
newest devel branch, as I rewrote the parser part of rsyslog. But in any
case, it is worth trying to merge it in.
