[phpLogCon] phpLogCon 2.3.1 released

Hi all,

we have released version 2.3.1 of phpLogCon. This version provides an
auto-reload functionality (automatic tail of logfiles), adds support for
http gzip compression and improved the page title. This is a recommended
update for all development branch users.
