[phpLogCon] install.php remove or not

Ooops. Things around install.php are not going well.

$ rpm -V phplogcon
S.5....T c /etc/phplogcon/config.php
missing     /usr/share/phplogcon/install.php

Do you think it would be possible to handle this problem different way? For 
example in install.php something like:
if configured then {
 exit
}
else {
 do usual
}
