This one I can answer: no. The syslog community is still working on syslog-protocol, -transport-udp and -tls. Only after that an update to rfc3195 is considered. Unfortunately, the WG is stuck right now on an IPR claim: http://www1.ietf.org/mail-archive/web/syslog/current/msg00956.html I do not expect any advance in 3951 this year.
