I ran in debug mode like this:
Neither of the error messages appear.

export RSYSLOG_DEBUGLOG="/path/to/debuglog"
export RSYSLOG_DEBUG="Debug"

rsyslogd -c6

It looks like everything works in this configuration -- even the UDP
forwarding with spoofing.
