The answer is that when you use an async queue, failover does not work for
this action. When we wrote this code, we anticipated that folks would use a
sufficiently large disk area to buffer for any reasonable prolonged outage.
So this is the reason why it does not work like you expect.

I think it would be possible to trigger a failover if the items fails to be
inserted into the queue. If you want to code up a patch, have a look at
./runtime/queue.c. Patches are happily reviewed and often quickly added.
