I have a system with rsyslog 4.6.2 and a system with rsyslog 5.8.10 on
RedHat 6.2:

There are some rate limiting options I have been using with 5.8.10:
$SystemLogRateLimitInterval 0
$SystemLogRateLimitBurst 0
$IMUXSockRateLimitBurst 0

Do these rate limiting features even exist in 4.6.2 and if they don't what
impact will they have?

I've had some strange issues in 4.6.2 and I also wondering if the following
exists as a feature in that older version:
$RepeatedMsgReduction off
