how long did you wait for it to exit? it can take a while to time out, but
it should exit (unless the fact that you configured it for infinite retries
on failures disables this)

This sort of issue is why most distro shutdown scripts will send the kill
-15 signal to processes, then wait a bit and send kill -9 to tell the app
to abandon any cleanup it's trying to do and exit NOW.
