Hi,

for the records: It turned out that for some reason, rsyslog refuses to
read the certs from the /var/lib/puppet/ssl directory, however only when
started with the init.d script. I don't understand at all why.

Copying the CA file, certificate and private key to a directory puppet in
/etc/pki fixed the issue and the certificates are read without error from
that location.
