netstat doesn't show your firewall rules, iptables -L -n is needed for that

but if you aren't seeing any data on your server with tcpdump, the odds are
good that you have some other problem

if you do a tcpdump on the sending machine do you see it sending the logs
out?

it may be that on the sending machine you don't specify the port, what
happens if you just do

*.* @IP
