I hit what I think is the same problem on Redhat 6. I tracked it down to
the gnutls version (2.8) not supporting certificate authentication - 
librelp is built on gnutls so doesn't support it either.

After rebuilding librelp and rsyslog using gnutls 2.12 certificates now
work.
