Thanks for your answers, that really clarifies they situation.
For anyone who reads this thread later, I should have used some other term
than "equal" to describe the actions. What I meant to say was, are they
serial and blocking, or not. The answer is yes, if you are sending to
multiple targets, they will be processed sequentially. This makes separate
action queues super valuable, so you don't block all your syslog output
waiting on a down server, for example.
