Ok, now that I know the real problem, let's see what we can do about the
solution :-)

I'm going to post to the mailing list to bounce ideas off of folks, but I
think with 8.4 there may be a way to do this

I'm thinking that you use a global variable as a counter, and send logs
normally up until the daily limit. After that point don't send logs and
queue them in some way until the next day.

but this is a bit tricky, so I need to bounce the crazy idea off of folks
