Freenode #iptables was a bit snarky... I was told to "man rsyslogd", but
frankly, there is nothing in there that may have pointed me in the right
direction. There was a nice guy there as well, unfortunately all stopped
responding after I provided more information.

Freenode #rsyslog was just silent, I think I gave it some hours after my
question before I gave up and left. So I'm definitely not saying the
weren't nice. Just silent. 

The problem is that the every online tutorial I personally tried don't
mention that rsyslog has to be configured to read from /proc/kmsg, I
thought that was a given. Nor did any of the tutorials mention
$PrivDropToUser and $PrivDropToGroup as a possible source of problems.

I'm glad I figured this out, because as I said, it was driving me nuts. And
thanks very much for the help.
