what version of rsyslog are you running, and what OS are you running it on?

first thing to do is double check the syntax 'rsyslogd -N2' and see if it
reports any errors

you are using the old style config for rulesets, that is rather ugly and
easy to get confused with. If you are running anything remotely current
(v7+) I would suggest that you reformat things to the new style config for
the rulesets.

since you are trying to write to /Rsyslog, you may need to adjust SELinux
or Apparmor permissions to give the rsyslog daemon access to that
directory.

I know that on current versions, there is a flag to give in the action()
clause to have rsyslog create directories if needed, I don't remember how
to do that with the legacy config.
