Your right, the default config use this 

[code:214wn25x]$FileOwner syslog
$FileGroup adm
$FileCreateMode 0640
$DirCreateMode 0755
$Umask 0022
$PrivDropToUser syslog
$PrivDropToGroup syslog[/code:214wn25x]

I will try to find a workaround, to keep the dropPrivilege security stuff
and my needs.
