the logs get delivered to every destination that has filters that match the
log message.

If you know you have done everything that you want to do with a specific
message, and you don't want any filters further down in the file to be
evaluated, you can use the stop action to tell rsyslog to stop processing
for that message.

Using the new style config, group the actions in {} and use the stop action

Using the old style config, add a line
& ~
to say "anything that matches the prior test, throw away"
