easy stuff first,

there is no need to convert the priority filtering, it works as-is. the
file outputs can either remain as-is or you can convert them to 

action(type="omfile" file="/var/log/mail.log")

If you are wanting to set the user, group, createmode, etc you need to
either do it in each action, or set the defaults in the module load. see

If you just defien rules outside of any ruleset definition, they will be
part of the default ruleset.
