One correction, the legacy format is not going to be phased out, we don't
believe in breaking backwards compatibility for our convenience :-) There
was one thing that was phased out (BSD blocks or something like that)
because it couldn't be made to work in the new rule engine, but everything
else continues to work and is expected to continue to work going

Here, it says that "Note that the legacy statements are scheduled for
removal in later versions of rsyslog, so it is probably a good idea to
avoid them for new uses."
