what do the processed stats look like on the relp output action? 4300
messages/sec would be very low for standard TCP or UDP forwarding, but RELP
does have more overhead. But if it's slowing down drastically when it's
working through the backlog, then we are still limited by the disk queue.

We need to look at the system that you are sending to as well, if it's
slow, that will feed back through relp

Try setting windowSize larger in the relp action (default is 128, for a
test try 1024)
