Sorry for the question but did you restart rsyslog after the configuration
change? Because rsyslog only reads the configuration at the startup! If you
did a restart then please also send me your complete configuration that I
can have a look into it, I'll simply overlook it so I can't guarantee you a
other solution than the upgrade. I also looked into the Changelog and found
some Rate limiting bugfixes in v7 so this could be an already fixed bug.

If you really have to stay at the version then I recommend you to purchase
a Support contract then a developer will take a look into the code ;)

Yes i do restart rsyslog after making changes in configuration file and
conf file is attached in my other answer below. Please take a look and
suggest me what possible actions can be taken by me to solve this issue.
