Ok, looking at the source for omfwd, the following variables are defined

streamdriver
streamdrivermode
streamdriverauthmode
streamdriverpermittedpeers

in global() you can define

defaultnetstreamdrivercafile
defaultnetstreamdriverkeyfile
defaultnetstreamdrivercertfile
defaultnetstreamdriver

so I think you were almost there, you just needed to put the certfile item
in the global() section rather than the action() section.
