last I checked, it didn't seem possible to bind local inputs (rsyslog
internals and unixseockets, i.e. /dev/log) to a ruleset. you can bind all
the remote things to a ruleset so that the only thing in the default
ruleset are the local messages (which is what I've done)

I may have missed it in the docs when I went looking.
