how do the oracle logs get into syslog?

the syslog config snippet you are showing tells us what syslog does with
the logs that it gets, not how the logs are getting to syslog

are you using imfile in rsyslog? or some other mechanism?

the debug output you are showing says that the problem is happening earlier
than the point you are generating the debug logs. At the point you generate
the debug log the hostname has been set to 'oracle' by the sending machine.
to fix that, you need to move earlier in the process.
