I completely understand that its difficult to determine and in some
situations even impossible (just thinking about the taghostname example).
However in the provided example the tag carries a colon which clearly
identifies the tag as such and rsyslog makes a perfect job noticing the
hostname is missing and populating it from fromhost-ip. But in the output
the PROCID is empty (again this violates the defined output standard!),
assuming that rsyslog identified that it is missing, the real *problem* is
that it is left empty instead of populated with a NIL value (just like
MSGID and SD).
