just a note that with v8 you  do not have to change your prior configs to
the new format, it's backwards compatible. Use whichever syntax makes
things clearer for you.

there really isn't a 'best way' to do this, both approaches you list will
work, use the one that makes it clearest to you as to what's happening.

if then should work on v5, what's the error you get if you do rsyslogd -N2
with if..then in your config?
