updating to the currently supported version of syslog is always a good idea

version 5.8 is ancient, current is 8.14

things are not going to work well until all the errors are eliminated,
rsyslogd -N2 will do a check of the config and any files it includes (but
not files included by includes if you have any)

I think version 5.x was picky about ' vs " I know my configs use "
