Rsyslog doesn't have a way of knowing that an unlink has happened (other
than specifically looking for a new file, which is configurable), so it has
no way of knowing that no new data will show up there.

If you send rsyslog a HUP it should close the files and reopen them (at
least on reasonably current versions)
