no, you cannot set variables to multiple parameters and use them in an
action() statement.

variables can only be used in templates, test statements, and in parameters
where they are explicitly allowed.

Rather than trying to untangle your nested variables and logic, why don't
you try explaining a bit more about what you are trying to do?
