configuring input and configuring output don't have anything to do with
each other.

It's not at all clear what your configuration is, but on the sending system
you need to have it configured to send to the remote system, and if you
don't want it to write anything to the local system, you shouldn't have
anything in the config that writes to the local system.

Syslog (all versions) outputs to all destinations that match the filters,
not just the first one.
