the fact that everything stops working when you comment out these two lines
indicates that you are probably managing to introduce a syntax error.

run rsyslogd -N1 to check the syntax of the file

don't worry about the remote system right now, you first have to figure out
what you have wrong on the sending system. What's the config there.
