I looked for the pkgconfig directory.

pkgconfig | grep json
/usr/lib64/pkgconfig/json-c.pc
/usr/local/lib/pkgconfig/libfastjson.pc
root at logs:/home/rod/misc/rsyslog-8.17.0# [/code:1h7e7nya]

I verified that the PKG_CONFIG_PATH is set.

$PKG_CONFIG_PATH

Samething configure works but make gets the same error.
