rsyslogd -N1 will do a syntax check of your config file

enabling impstats will produce output that will show you how many logs are
processed by each action.

I am guessing that you can't deliver logs to mongodb for some reason, and
as a result all other log processing is blocked. To see the exact details,
start rsyslog in debug mode (rsyslog -dn) and see what it has to say.
