It is empty.

I am getting a LOT of these in the /var/log/messages

rsyslogd-3000: Could not open dynamic file
'/var/log/hosts/20160823/x.x.x.x/localhost.localdom/host.log' [state -3000]
- discarding message

So I think that rsyslog is TRYING to write to the files, but it seems not
to be.

rsyslog is running as root.
