selinux doesn't care about the mode or the user, it has a separate
permission system of tags that has to be set correctly.

If you disable the write to /var/syslog and instead write to something
under /var/log do you get anything?

if you aren't sure if anything is getting to your server at all, check the
network traffic, are you seeing the logs with tcpdump?

you can also setup impstats that will show you what is arriving and being
processed, but it's worth checking the basics first.
